"Qualified" - 4 Points

1) Focus/Sharpness - Yes, well done!
2) Composition - Yes, very nice placement.
3) Star Quality - No, brighter stars cores are blown out. Related to #4, so I won't double-dock for this.
4) Processing Skills - No, rgb histograms need to be aligned. Red and green are high, blue is low. Decreasing the blue white-point will really help the blue stars (perhaps around 225? See what you think). Also, processing is a little hard, creating saturated stars.
5) Exposure/Depth/Detail - Yes, you have good data to work with :o)
6) Technical Bonus - N/A

This is a very good image - You have good image data, and A small bit of color adjustment and a little less aggressive processing will transform this into an excellent image!
